This 0x800A0046 means: "CTL PermissionDenied". Perphaps, further information could be found on "olectl.h" file.

We have to access to Windows Update in an administrative account. If the issue persists, it is possible that we will have to setup a security descriptor for Windows Update. To do this, Start, Run and type in (without the quotes) the following line:

"sc sdset wuauserv
:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)
(A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRPWPDTLOCRRC;;;PU)".

On Windows Vista this error also may occur if The account name that is used to install Microsoft Update contains double-byte characters. To fix it, take a look to this kb article

I has the same problem. I am running 2000 server sp4 with users in the active server dir. Look in your guest account and make sure the user logged into the machine is not in the built-in guest account. Create a batch file and add the following:
net.exe stop wuauserv
cd /d &#xwi;ndir%
rd /s softwaredistribution
REGSVR32 &#xwi;ndir%\system32\wuapi.dll
REGSVR32 &#xwi;ndir%\system32\wuaueng1.dll
REGSVR32 &#xwi;ndir%\system32\wuaueng.dll
REGSVR32 &#xwi;ndir%\system32\wucltui.dll
REGSVR32 &#xwi;ndir%\system32\wups.dll
net.exe start wuauserv

go to the command prompt and run the batch file saying yes to everything.

Log out and try windows update

I got the success message, but I still get the same 0x800a0046 error. I'mon a win2K pro.
None of the Microsoft fixes work. I'm on an account with admin rights
