This 0x800A0046 means: "CTL PermissionDenied". Perphaps, further information could be found on "olectl.h" file.
We have to access to Windows Update in an administrative account. If the issue persists, it is possible that we will have to setup a security descriptor for Windows Update. To do this, Start, Run and type in (without the quotes) the following line:
"sc sdset wuauserv :(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA) (A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRPWPDTLOCRRC;;;PU)".
On Windows Vista this error also may occur if The account name that is used to install Microsoft Update contains double-byte characters.
