[HKEY_CURRENT_USER\Software\Mi­crosoft\Windows\CurrentVersion \Policies\System]

click on it and see it there is a value named "NoDispBackgroundPage" in the right pane, and also see if its value is set to "1". If so, change it to "0" or remove the value. You do not need to restart Windows.
