This error 0x80248011 means: "SUS E DS UNABLETOSTART". That is, there are troubles when creating datastore object.
Usually it is caused by a corrupted Windows Update cache. The workaround goes through clean temporary Internet files, cookies and History from Internet Tools, General tab. To repair Windows Update cache, we begin with stopping its service. Start, Run and type in (without the quotes): "services.msc", right click on Automatics Updates and choose Stop. When done this, we must to rename X:\Windows\SoftwareDistribution folder ("X" is the letter of the drive where XP is installed), for instance, we can name it "SoftwareDistribution2" and then start Automatics update service (to do this, the same steps as to stop it but choosing Start instead). When accessing again to Windows Update a new cache is created.
